Recycle New Brunswick CEO announces retirement


FREDERICTON NB, April 2, 2024 - Recycle New Brunswick announced today that Frank LeBlanc will be retiring from his role as Chief Executive Officer as of September 30, 2024.

“It has been an absolute privilege to lead Recycle NB and help advance its vision for a healthier, more sustainable environment,” said Mr. LeBlanc. “I am proud of our many accomplishments over the years and am confident the organization will continue to achieve success under new leadership.”

Recycle NB was established in 2008 to oversee waste management programs for designated materials. Presently, it manages the tire stewardship program, as well as oversees six Extended Producer Responsibility (EPR) programs for paint, oil/glycol, electronics, packaging and paper products, pharmaceutical products and medical sharps, and beverage containers.

Mr. LeBlanc was not only a driving force behind the creation of Recycle NB, but its expansion in key areas, ultimately resulting in the diversion of millions of tonnes of waste from New Brunswick landfills. Prior to joining the organization as CEO in 2019, he spent more than 30 years with the Government of New Brunswick, including 15 years with the Department of Environment and Local Government where he worked on files associated with the beverage container program and tire stewardship program. He also worked on developing the Designated Materials Regulation for EPR programs for paint, oil and glycol and electronics.

In Mr. LeBlanc’s five years as CEO, Recycle NB’s mandate expanded to include three additional EPR programs for packaging and paper products, pharmaceutical products and medical sharps, and beverage containers.

“We wish Frank all the best as he moves on to retirement,” said Erik Matchett, Chair of Recycle NB’s Board of Directors. “We know he will enjoy spending more time with his children and grandchildren, getting out on his motorcycle to find new fishing holes and travelling with his wife, Debbie. His expertise and dedication will be deeply missed.”
